Laboratories are frequently procured instrument by instrument. An analyser is specified, then benching is ordered separately, then cold chain, then reagents. Each purchase is correct on its own, and the laboratory still does not work on opening day because the bench height does not suit the instrument or the reagent contract starts three weeks late.
